The Iron Triangle

I have to admit that I've never heard this political term until my feet step into Public Administration field of study. At the outset, I have no impression about this theory. As its name, Iron Triangle, it expresses to a strong feeling of political description of the relationship among political actors, such as bureaucrats, legislatures, and interest groups. These political actors have an influence to design and direct most public policies. Their counter balance power of each institution is to check and balance.

But as time goes by, many political events that happen in Thailand make me rethink about this theory again. As you know, prime minister Taksin Shinnawatra has conquered the rival party, Democratic Party and has led the administration since 2001. In his first term of administration, he has overrided the power of other political insitutions by appointing his closed ties to control major government agencies, controlling the leading think tanks.

In public policy making process which normally occurs in the thai parliament, members of the parliament have to vote approve or disaaprove for the bill. For a new thai constitution, I do believe that its designers hope that strong prime minister, which is backed up by the majority of MPs, will lead government to the stabilized state. They hope that the ideal condition will lead growth and income of our nation.

The result is not easily turn that way. The system has shaped a new look of the triagle (originally I did not see this is an equilateral triangle which all three agencies has a collateral balance force). The shape of the triangle is very unpredictable depending on the supreme leader of the parliament. For now, I would say that the shape is formed like a straight line in which all major initiatives come from the prime minister (top-down administration).

What do we get from this system? From my perspective, I notice that our society is conforming more to materialism and capitalism. We focus so much on the number of GDP which sometimes I'm not really sure that it reflects to the real wealth of the people. While all three institutes are led by the need of the prime minister, civil sector has less unity voice to affect the public policy. Even the freedome of speech in democracy is rarely found in Taksin's administration. Nobody can criticize what goverment is doing.

The best event that might describe the tyrant power of this government is to remove TV program that criticizes and opposes government's will. Mr. Limthongkul is an another example. Removing his program from MCOT board is not the final episode of this story. Until now it is hardly to define who is right or wrong. At least from my stand point, I would love to see more ordinary people to object and fight with the unjust of government power.

I'm not saying or supporting people to rebel but at least we, the people, should show that goverment of the people must govern by the people not by a handful of people. People might be a critical force that will restore the shape of this triangle again. I hope

ผู้ใหญ่ในรัฐบาลกำลังคิดอะไรกันอยู่

วันนี้หลังจากกลับบ้านมาก็นั่งอ่านข่าวคราวเมืองไทยตามหนังสือพิมพ์ไทยออนไลน์ ก็ไปสะดุดกับข่าวการประชุมคณะรัฐมนตรีที่ พล.อ รรมรักษ์ อิศรางกูร ณ อยุธยา รมว. กลาโหม เสนอต่อคณะรัฐมนตรีพิจารณาผันงบประมาณเพื่อใช้จัดหาเครื่องบินสำหรับกองทับบกสองลำ มูลค่า 1,000 พันล้านบ้าน เพื่อให้ผู้บังคับบัญชาและบุคคลสำคัญของรัฐบาลใช้ในงานราชการ กับความคิดที่จะผันงบประมาณกว่าเเสนล้านใน 9 ปีงบประมาณในการดับไฟใต้

อ่านข่าวไปแล้วผมถึงเริ่มเข้าใจถึงทฤษฏีต่างๆตอนที่ผมเรียนบริหารรัฐกิจในการบริหารจัดการเงินงบประมาณ โดยส่วนตัวผมแล้วผมค่อนข้างสนับสนุนให้ทำการศึกษาถึงผลได้ผลเสียของการลงทุนในโครงการต่างๆก่อน ว่ามีผลประโยชน์โดยสุทธิมากเพียงใด (Cost and Benefit Analysis) แล้วถึงจะตัดสินใจดำเนินนโยบายนั้นๆ หรือก่อนที่จะพูดนำเสนอความคิดเห็นในคณะรัฐมาตรี ผมก็คิดว่าผู้หลักผู้ใหญ่ที่เข้ามาทำงานให้กับภาคเอกชนควรมีเหตุผลสนับสนุนความคิดนโยบายนอกเหนือไปจากเหตุผลดาดๆที่ว่า ซื้อมาเพื่อให้บุคคลสำคัญใช้ในงานราชการ เงินเป็นพันล้านนะครับไม่ใช่สิบยี่สิบบาท คนเป็นถึงรัฐมนตรีเป็นหัวหน้ากระทรวงคิดกันอย่างนี้ คงไม่เเปลกเท่าไหร่นักที่จะมีผู้เล็กผู้น้อย ออกมาสนับสนุน เพราะถ้าได้เม็ดเงินงบประมาณก้อนนี้มาได้ ก็หมายความว่ากระทรวงกลาโหมก็จะมีงานเพิ่มเติมขึ้นมา ไม่ว่าไหนจะขอเงินมาทำการวิจัยผลได้ผลเสียก่อน ถ้าเกิดคณะรัฐบาลปันงบประมาณมาจริงๆ ก็จะมีเหตุผลสารพัดเเบบในการของบประมาณเเบบต่อเนี่อง ไหนจะค่าบำรุงรักษา ค่าอบรมช่างเทคนิกและนักบิน เหล่าท่านๆเคยคิดกันมั๊ยว่าเงินจำนวนนี้ถ้านำไปลงทุนในโครงการอื่นๆ เช่นการพัฒนาการศึกษาเด็กขั้นพื้นฐาน ลงทุนสร้างห้องสมุดชุมชนตามเเหล่งหัวเมืองต่างๆ ปรับปรุงสาธารณูปโภค และอื่นๆอีกที่คงกล่าวไม่หมด

เห็นการทำงานเเบบเดิมๆมาตั้งเเต่ผมเริ่มสนใจเรื่องการเมือง หน่วยงานของรัฐเเต่ละหน่วยพยายามเเย่งสรรปันผลจากเงินงบประมาณประจำปี โดยเสนอโครงการเเบบหว่านเเห ส่งชงเรื่องเข้าไปในครม.ให้เยอะๆ เผื่อจะมีบางโครงการเข้าตากรรมการ โดยขอให้ได้เงินมาเพื่อให้องค์กรอยู่รอด แต่ประชาชนเป็นไงไม่รู้ การดำเนินการขอเงินงบประมาณเเบบนี้ไม่เป็นการอยากนักถ้าเรามองว่าหน่วยงานของรัฐก็เหมือนกับหน่วยงานภาคเอกชน ไม่มีเงินองค์กรก็อยู่ไม่ได้ ดังนั้นการที่จะทำให้องค์กรอยู่ได้ก็ต้องของบประมาณให้ได้มากกว่าเดิม (Incrementalism)ซึ่งขนบธรรมเนียมนี้เหมือนจะได้ยั่งรากฝังลึกเข้าไปแล้วในวงการราชการไทย

จึงไม่เเปลกนักที่เราเห็นไอเดียเเปลกๆอย่างเช่นจะเอาสนามบินดอนเมืองไปทำเป็นสนามเทนนิส

บทบาทหน้าที่ของสื่อในสังคม

ข่าวที่ผ่านมาในรอบสัปดาห์นี่ที่เมืองไทยคงไม่มีข่าวไหนฮอทเท่ากับสองข่าวใหญ่ของคุณสนธิกับข่าวอากู๋ ข่าวเเรกนั้นเป็นเรื่องราวของรายการของคุณสนธิโดนปลดกลางอากาศข้อหาหมิ่นประมาทเบื้องสูง ส่วนข่าวที่สองเป็นที่ฮือฮาเนื่องจากบริษัทธุรกิจบันเทิงอย่างเเกรมมี่เข้าฮุบกิจการหนังสือพิมพ์มติชน ซึ่งผลตอบเเทนต่อเม็ดเงินที่ลงทุนไปจะคุ้มทุนรึเปล่าหรือมีเหตุผลเบื้องหลังที่อากู๋จำเป็นต้องซื้อกิจการหนังสือพิมพ์เพื่ออย่างอื่น ผมคงไม่ต้องบรรยายอะไรมากนักท่านๆก็คงหาข่าวอ่านได้เองตามหนังสือพิมพ์ออนไลน์ (อันนี้สำหรับเด็กนอกโดยเฉพาะ)หรือถ้าเหล่าสหายทั้งหลายอยู่ที่เมืองไทยคงได้รับอรรถรสจากสื่ออยู่หลายทาง ทั้งจากทางภาพเเละเสียง

ประเด็นที่ผมสนใจจากทั้งสองข่าวนี้ก็คือ สื่อสารมวลชนมีพลังพิเศษในการกระตุ้นต่อมรับรู้ของประชาชนอย่างเเรง ไม่ว่าจะเป็นมาจากภาพ เสียง มุมมองการเสนอข่าว ลีลาการวิเคราะห์ข่าวของตัวพิธีกรเอง ซึ่งมีอิทธิพลต่อการรับรู้เเละตัดสินใจของประชาชน (Agenda Setting)ในทางกลับกันการเสนอเนื้อหาข่าวสารต่อประชาชนทั่วๆไปนั้นก็มีผลกระทบต่อภาพลักษณ์ของรัฐบาลอยู่ด้วยเหมือนกัน ดังนั้นจึงไม่เเปลกที่ผู้นำรัฐบาลจะให้ความสนใจต่อวิธีการนำเสนอข่าวสารของสื่อมวลชน ซึ่งถ้าการนำเสนอไม่เป็นที่เข้าตากรรมการของท่านผู้นำ ระดับของความไม่พอใจของท่านผู้นำก็มีได้หลายเเบบ เช่น พูดจายอกล้อเล่นๆว่าให้ข่าวบิดเบือนไปนะ มีอาการไม่พอใจไม่ให้สัมภาษณ์ชั่วคราว หรืออาจจะรุนในระดับปลดรายการออกจากผังสถานี

สำหรับตัวผมเเล้วการมีสื่อมวลชนเป็นตัวกลางระหว่างผมกับรัฐบาลเป็นสิ่งสำคัญมาก เพราะถ้าปราศจากสื่อแล้ว ตาผมคงบอด หูผมคงไม่ได้รับฟังข่าวสารสนเทศ ซึ่งมันต้องมีผลกระทบโดยตรงกับเราๆท่านๆเเน่นอนต่อการตัดสินใจในการวัดเเละประเมินผลงานของรัฐบาล อีกทั้งยังรับรู้ถึงนโยบายใหม่ๆ รวมไปถึงการตรวจสอบการทำงานของรัฐบาล

ในฐานะที่เป็นประชาชนคนหนึ่งที่ต้องการรับรู้ข่าวสารความเป็นไปของบ้านเมือง ผมนั้นก็คาดหวังว่าภาครัฐควรจะเปิดโอกาสให้สื่อได้ทำงานได้อย่างเต็มที่ โดยปราศจากการเเทรกเเซง ไม่ว่าโดยกรณีใดๆก็ตาม รัฐควรทำหน้าที่ในการกำหนดกฎเกณฑ์กติกาให้สื่อหน้าเก่าเเละสื่อหน้าใหม่ มีความเสมอภาคกัน ไม่มีการใช้อำนาจรัฐในการส่งเสริมให้สื่อรายใดรายหนึ่งมีอำนาจหรือข้อได้เปรียบเหนือกว่าผู้เเข่งขันรายอื่น ในทางกลับกันผมก็มีความคาดหวังกับสื่อสารมวลชนในการที่จะนำเสนอข่าวสารอย่างตรงไปตรงมา ทำหน้าที่ในการวิเคราะห์โดยปราศจากอคติส่วนตัว นำเสนอข่าวบนพื่นฐานของข้อเท็จจริง ไม่ใช่เเต่งเเต้มเติมสีสันข่าวเพื่อผลประโยชน์ทางด้านธุรกิจอย่างเดียว ชึ่งบทบาทพื้นฐานที่ผมคาดหวังไว้กับสื่อมีอยู่สามประการด้วยกัน คือ ทำหน้าที่ในเตือนประชาชนในประเด็นที่มีผลกระทบกับสังคมส่วนรวม (Signaler Role) ทำหน้าที่เป็นตัวกลางในการเชื่อมต่อข่าวสารนโยบายของภาครัฐสู่สังคม (Common-Carrier Role) และสุดท้ายในการทำหน้าที่เป็นหมาเฝ้าบ้านที่ดีคอยตรวจสอบการทำงานของภาครัฐ (Watch Dog Role)

ซึ่งถ้ารัฐยังทำตัวเป็นพ่อปกครองลูก อยากให้ลูกซ้ายหันขวาหัน ก็สั่งโดยไม่ได้รับฟังว่าลูกต้องการทำอะไร ผมว่ามันก็เป็นการยากที่สื่อจะสามารถทำหน้าที่ของตัวเองได้อย่างมีประสิทธิภาพ เนื่องจากจะคิดอะไร จะทำอะไร ต้องทำเเละนำเสนอออกมาในรูปเเบบที่รัฐบาลต้องการเท่านั้น แล้วสังคมเราจะได้อะไรจากการที่เรามีหมาเฝ้าบ้านที่พิกลพิการ อยากเห่าก็เห่าไม่ได้เพราะเจ้าของเอาตะกร้อมาใส่ปาก

Claremont Graduate University

Some friends have asked me what I am doing now. Did I start my doctoral study yet? So I feel like I was grilled. Actually, I have been accepted into Ph.D Interfield of Politics and Economics at Claremont Graduate University (CGU)since last Spring 2005 but financial problem is a big obstacle for me to continue my study. It would have been no problem for me to study in most public universities across this country where tuition and fees are much cheaper than private university like CGU. So, I decided to defer my admission until I have enough fund to finance my study. Education is a big investment ha! Finally, I did received some source of fellowship, 10% discount per semester. Not that bad for below average student likes me. I could not even dispute what I got from them. But I do hope to get more funds in my second year because I am student of both departments, Economics and Politics and Policy. So far I have saved some money for school and hoped that I can start my program in late January 2006. It means just 4 months left, Hurrah! So let me introduce you my prospective new home.

CGU was founded in 1925 as one of the seven claremont college consortiums. It is classified by The Carnegie Foundation as a extensive doctoral/research university as same as eight UC universities, Stanford University, California Institute of Technology, and University of Southern California (in California only). By its definition, a extensive doctoral/research university is "These institutions typically offer a wide range of baccalaureate programs, and they are committed to graduate education through the doctorate. During the period studied, they awarded 50 or more doctoral degrees per year across at least 15 disciplines."

CGU is located on the east of Los Angeles about 35 miles. Its 19-acre campus is surrounded with beautiful tree lined road. My school, School of Politics and Economics, is well-known for public choice economics or political economy which suits with my goal of career as a political economist. I hope that with active research of faculty members and strong philosophy of the program. I will be equipped with comprehensiv tools to analyze most of social problems and produce more practical work that ordinary people can understand.

I am worried how could I survive with doctorate study but life must go on. I can let it go by doing nothing so I hope that in the next 4-5 years you will recieve my photos under this gown.

Thai Font In iTunes

For most mac thai users, after you finish download your Thai MP3 song from CD. You might not be able to read your song. It is crazy ha! And you have to sit in front of your mac computer to edit the alien language. What the heck! Editing all thai songs' title in iTunes might be pain in the neck, since itunes is not support thai font, so does ipod?. You must edit song title manually. I had experienced this problem too at the beginning. Then,I found out that it was a time consuming and unwise to do so. With a little program called Cyclone along with mac thai unicode script, my backlogs have been gone. Follow my solution here.

First, you need to download Cyclone 1.6b1 and save it anywhere you want on your mac but preferably in your application folder (since it is an application). Then, go to my friend's website to download this scritp (Thank you P'Kae for your favor). Before you try to save this file. I would recommend you to create a scritp folder in home/library/iTunes/script.

Now, every time when you launch iTunes you should see a little scritp on your menu bar. It means you are ready to use this feature. Next step, click on the song you want to encode and then right click (ctrl+click) and choose convert ID3 Tags. Then check the box translate text characters/ASCII to ISO latin-1. Don't be panic if you see more weird language! We have not finish yet. Finally, please click on the script icon on your itunes' menu bar and choose mac thai unicode which will be used along with cyclone to decode alien character. Finally, your thai song title is just right there. If you follow my instruction here, you will decrease your backlogs and enjoy with your media.

P.S. I would give my credit of this solution to my prospective Ph.D student in Pittsburgh and USC friend in New York.

From ipod to itunes

I have used itunes and ipod for almost a year now and very impressed with its ease software, however, sometimes I do want to transfer some songs that i downloaded from my friends' itunes. I found out that I could not do that without putting some apple script before transferring any files. If you, ituner or ipoder, have this same problem, bear with me for a few minutes and you will find out an easy solution to make your life have more fun.

Writing your own scripts might be an optional way but in case if somebody already wrote it for you. Why don't we use it? Thanks to Doug Adams, the owner of website http://www.dougscripts.com/itunes. He spends his free time managing this apple script website. First thing you need to do is to search for script name "Import Ipod Audio Files v.1.8". When you find it, just click and download it on your Mac. Then, you should put this script in your library (in itunes' folder). If this is your first time playing with script, I would recommend you to create a new folder and name it script.


Now, when you start your itunes, you should see a little script icon on your menu bar. Every time you want to use this feature, you have to adjust your itunes preference to update your ipod manually. This script will not work if you configure your system to update automatically when you connect your ipod. So don't forget this little trick before you do so.

By now, when you double click at ipod's icon, you should be able to drag and drop feature to start transferring audio files from your ipod to your itunes. Next time i will post another trick how to convert alien language into readable thai font for mac. This time enjoy this feature and have more fun.

In-N-Out Secret Menu

Since, I came to study in the US, my favorite hamberger was still Burger King (BK). It's such a big portion of hamburger, I've ever had. and of course it's delicious! Until my cousins introduced me a small-southern-hamburger privately own business, In-N-Out which Its fame of freshness of all ingredients is well-known. They have only a handful of menu unlike traditional McDonald's, Burger KIng's, Carl's and so on. Its simple menu and decoration is based on Harry Snyder's business philosophy "Give customers the freshest, highest quality foods you can buy and provide them with friendly service in a sparkling clean environment."


When you enter to In-N-Out shop, you will notice a nice and clean environment, using mainly white paint and trim by red stripe makes it so unique. Only basic three menu can be selected which are hamburger, cheese burger, and double-double. If you are lazy and can't even handle with tons of happy menu offered by McDonald's. In-N-Out's menu will have you less brain pain! and I mean it.


With its simple menu does not mean that there is no pleasure to order your own burger. Even American people or native resident in California, Nevada, and Arizono, they might not know that there are hidden menu that you can play with In-N-Out burger.

The first menu that I will introduce is my favorite is animal style. What the heck is that? I do not know exactly why they use the word "animal" on their burger. Anyway, First time that I ordered this type of burger. I noticed that the white guy standing besides my line raised his eyebrows. See! he did not know this secret menu. Ok ! Animal style is a cook beef patties with pickles and grilled onion (golden brown). I would recommend whoever has chance to go to In-N-Out to try this menu. The strong smell from onion will be gone since it is on grill. So tasty!


For all meat lovers, you should try 3x3, 4x4 or whatever combination you want. The first number is stand for the number of beef patties and the second number is stand for the number of cheese respectively. So let order your own creative menu such as 5x5 or 4x2 but the hygienists might give you a weird look.

Next, do you familiar with the word "Flying Dutchman"? yes or no is doesn't mean a difference since it is not mean a ghost ship or holland soccer squad but it does mean two grilled of meat patties served with two slices of cheese and no buns or any vegetable. It should not be on the burger menu since there are no buns at all. And hamberger in my opinion must have two buns, lettuce, onion, beef, and chesse, but feel free to try the Flying Dutchman.


Last but not least, dessert, the only dessert that can be ordered here is milk shake. Typical flavor such as chocolate, vanilla, and strawberry are too much common to be our hidden menu. If it is served individually, you can order this shaake anywhere else not just here. Just say "Neopolitan Shake" to your cashier next visit and see how it looks like. I have to admit that i've never order this shake before so it is your own responsibility if there is something wrong with your digestion. The Neopolitan shake is blended all three flavors.


They also have more hidden menu for the new explorers such as wishburger or veggie burger, on the sal (just lettuce and dressing), well-done fries, and so on. As you can see only 3 simple menu but you can order it differently upon you preference. Next visit please enjoy your meal with my suggested hidden menu. Last word that i will tell you is "Home Run". No No there is no baseball in the shop for sure. Home Run is when a car passes by the microphone without ordering and cruises right up to the service window. It's very funny when all employees pointed out to the car, saying hey dude! we have another home run... you won't surprise next time and take a look around for a baseball ball...555

ผมกับแฟนคบกันมาได้ปีกว่าแล้ว และเราตัดสินใจที่จะแต่งงานกัน พ่อแม่ของผม คอยช่วยเหลือเราในทุก ๆ ทาง เพื่อน ๆ ก็ล้วนแต่ให้กำลังใจ ส่วนแฟนของผมน่ะเหรอ? เธอเป็นความฝันของผมเลยล่ะ แต่มันมีอยู่อย่างนึง ที่รบกวนจิตใจผมเหลือเกิน ให้ตายเถอะ สิ่งเดียวสิ่ง นั้นก็คือ น้องสาวของแฟนผมนั่นเอง เธออายุ 21 ปี และชอบนุ่งมินิสเกิร์ตฟิตเปรี๊ยะ ตัวสั้นจู๋ เวลาที่เธอเข้ามาใกล้ ๆ ผม เธอมักจะชอบก้มตัว ให้ผมได้แอบเห็นกางเกงในของเธอทุกที ผมรู้ว่าเธอจงใจ เพราะไม่เคยเห็นเธอทำอย่างนี้กับใครเลยมีอยู่วันนึง น้องสาวแฟนผม ก็โทรมาหาผม และขอให้ผมไปช่วยเช็คการ์ดแต่งงานที่บ้านพอผมไปถึง จึงได้รู้ว่า เธออยู่บ้านคนเดียว เธอกระซิบที่ข้างหูผม ว่า อีกไม่นานผมก็จะแต่งงานกับพี่สาวของเธอแล้ว เธอเองมีความรู้สึก และความต้องการบางอย่างที่เธอเอาชนะมันไม่ได้ และเธอไม่ต้องการจะเอาชนะความรู้สึกนั้นด้วย เธอบอกว่าเธออยากจะมีอะไรกับผม แค่ครั้งเดียวเท่านั้น ก่อนที่ผมจะแต่งงานและใช้ชีวิตร่วมกับพี่สาวเธอ
ผมช็อคไปเลย พูดอะไรไม่ออกแม้แต่คำเดียว เธอบอกว่า เธอจะขึ้นไปรอข้างบนห้องนอน ถ้าผมอยากจะให้มันเป็นไปอย่างที่เธอว่า ก็ให้ตามเธอขึ้นไป ผมนิ่งอึ้งไปหมด และมองเธอก้าวขึ้นบันได้ไป พอเธอขึ้นไปถึงขั้นบนสุดเธอก็ถอดกางเกงชั้นในออกแล้วโยนมันลงมาข้างหน้าผมในวินาทีนั้นเอง ผมลุกขึ้นยืน... และรีบเปิดประตูบ้านออกไป เดินตรงไปที่รถทันทีสิ่งที่ผมพบ คือ ว่าที่พ่อตาของผมกำลังยืนอยู่ข้างนอกบ้าน
ดวงตาของเขาเอ่อล้นไปด้วยน้ำตา เขาเข้ามาสวมกอดผม และพูดว่า"พวกเราดีใจเหลือเกินที่คุณผ่านการทดสอบเล็กน้อยครั้งนี้มาได้
เราคงหาผู้ชายที่ดีกว่านี้ให้ลูกสาวของเราไม่ได้อีกแล้วล่ะ ยินดีต้อนรับสู่ครอบครัวของเรา" นิทานเรื่องนี้ สอนให้รู้ว่า........จงเก็บถุงยางไว้ในรถของท่านเสมอ..
